What insurance licence categories does Labuan offer?
Labuan offers eight categories: insurer (general and life), reinsurer, takaful operator (general and family), retakaful operator, captive insurer, insurance broker, insurance manager and underwriting manager. Insurance business is transacted in foreign currency.
What is the minimum capital for a Labuan insurer?
Capital floors depend on the category. A Labuan general or life insurer requires RM7.5 million in paid-up capital, and a composite insurer or reinsurer RM10 million. A takaful operator requires RM7.5 million and a retakaful operator RM10 million. Insurance-related licences such as broker, manager and underwriting manager require RM300,000.
What is the difference between takaful and conventional insurance?
Takaful operates on Shariah principles of mutual financial aid and risk sharing. Participants contribute to a pool from which losses are paid. Conventional insurance is a contract of indemnity. Labuan licenses both regimes separately, though existing insurers may operate takaful windows.
Can a Labuan insurer operate a takaful window?
Yes. Existing Labuan insurers and reinsurers may operate takaful or retakaful windows without a separate licence or additional licence fee. The window must comply with Shariah governance and segregation of takaful funds.
What is a captive insurer in Labuan?
A Labuan captive insurer is an insurance entity established to insure or reinsure the risks of its parent group or affiliated entities. Captives suit groups with predictable risk profiles seeking to retain underwriting profit and reduce dependence on commercial insurance markets.
