What is a Labuan securities licensee?

A Labuan securities licensee is a person who, for valuable consideration, provides investment advice or administrative services in respect of securities, or deals in securities. The licence covers dealing, advisory and arranging activities.

What capital does a Labuan securities licensee need?

Minimum paid-up capital of RM150,000, unimpaired by losses, maintained throughout operation. Additional capital may be required based on risk management assessment, nature and complexity of business.

Is there an Islamic securities licensee variant?

Yes. The Labuan Islamic Financial Services and Securities (Amendment) Act 2022 (Act A1655) provides for Islamic securities licensees with the same scope as conventional licensees, plus Shariah compliance and an internal Shariah Advisory Board appointment.
